The Russian Federation Government Decree No. N 2425 of December 23, 2021 "Amending the Russian Federation Government Decree No. N 2467 of December 31, 2020 on the Approval of a Single List of Compulsory Certification Products and a Single List of Declaration of Conformity Products." This Decree also cites some requirements and testing methods in GOST R57548-2017 Heated Tobacco. General Specifications, which will be implemented from September 1, 2022.
The new law stipulates as follows:
1. The process of consuming heated tobacco according to the manufacturer's instructions should ensure that the tobacco does not burn or smoke. Whether tobacco undergoes combustion or smoldering depends on the content of carbon monoxide (CO), nitrogen oxides (NO), and nitrogen oxides (NOx) in the aerosol gas phase.
2. Packaging requirements
For consumer packaging of heated tobacco, the following materials are used:
Cardboard labels in accordance with GOST 7933;
Boxes made of cardboard, paper, and composite materials in accordance with GOST 12301;
Thin flat cardboard bonded according to GOST 9421;
Packaging paper in accordance with GOST 8273;
Polymer film in accordance with GOST 26996.
Allow the use of other packaging materials, including imported materials, while retaining the characteristics of heated tobacco as determined by the manufacturer.
The consumer packaging information and/or instructions for heated tobacco must include: (Russian, foreign languages can also be added, and Russian is not required for registered trademarks)

If heated tobacco is produced by an organization controlled by the production process, product quality, raw materials, and materials used in manufacturing, the name and location (address) of the controlling organization is allowed to be used by the manufacturer on the packaging of consumer goods: "Manufactured under control (name and location (address) of the controlling organization).
The net weight of heated tobacco (in grams) should not deviate by more than 10% from the nominal weight indicated on the packaging unit (consumer product packaging).
