In June 2023, Canada published regulations SOR/2023-109 to 125, namely the Electronic cigarette Product Reporting Regulations, in its official gazette, requiring manufacturers to submit sales reports and composition reports of Electronic cigarette products to the Health Canada. The regulations will come into force from the date of publication.
Each manufacturer shall submit the product sales and composition information to Health Canada by mail using the form developed by the Department of Health( vprr-rrrpv@hc-sc.gc.ca )The table must be used in accordance with regulations and no modifications to the format are allowed, unless otherwise specified in the table. The table contains the following four types:
(1) If the Electronic cigarette ingredient report has been sold before the bill takes effect (June 9, 2023), the first ingredient report must be submitted on or before December 31, 2023. After the Act takes effect, the manufacturer needs to submit the composition report before selling Electronic cigarette for the first time. In addition, when the ingredient information previously submitted in the Electronic cigarette ingredient report changes, the manufacturer must notify Health Canada.
(2) The sales report of Electronic cigarette (divided into two parts, including tobacco oil and non tobacco oil). The initial sales report must be submitted before January 31, 2024. In addition, there are two statistical periods in a year, with a period from January 1st to June 30th, during which sales reports need to be submitted on or before July 31st; Every year from July 1st to December 31st is a cycle, and sales reports for this period need to be submitted on or before January 31st of the following year.

The manufacturer needs to fill in the above form accurately and send it to Health Canada. The manufacturer needs to ensure that the latest form is used.
