At present, EU member states are increasing their supervision of e-cigarettes, so whether products are fully compliant has become a barrier for the smooth sales of products in the EU. Everyone in the industry knows that exporting e-cigarettes to the European Union requires certifications such as TPD, UFI, CE-EMC, and CE-RoHS. However, can completing these certifications ensure comprehensive product compliance? The answer is no. Completing these certifications does not necessarily mean that the product can be sold smoothly in the EU. The EU's entry threshold is more about self claiming compliance. After the product enters the market, regulatory authorities in each member state will also conduct spot checks on the product, and common non compliant points in spot checks are often not included in the certification.
Therefore, the so-called comprehensive compliance not only involves product certification, but also includes many other aspects:
1. Volume of tobacco oil or atomizer capacity;
2. Does the true content of nicotine in tobacco oil exceed 20mg/mL;
3. Restrictions on the composition and taste of tobacco oil by member states;
4. Smoke oil filling mechanism to ensure no leakage during filling;
5. Anti tampering, damage, leakage, and child opening functions;
6. Whether TPD and UFI notifications are submitted in accordance with the required specifications;
7. Analyze whether the testing project is comprehensive;
8. Whether the electronic and electrical systems and batteries can be used safely;
9. Whether the packaging labels and instructions comply with various regulatory requirements of member countries (TPD, CLP, CE, WEEE, etc.);
10. Whether the product display meets the requirements of national regulations, etc.
Considering the above factors, in order to avoid penalties such as returns, recalls, and fines for e-cigarette enterprises exporting their products to the European Union, a comprehensive evaluation of the product's compliance is initiated during the product development phase, and there is no worry after the product is sold in the European Union market. The element detection R&D department spent 6 months organizing the details of national requirements and forming documents, providing comprehensive product compliance assessment services for disposable, cartridge replacement, and open e-cigarettes, and issuing compliance assessment reports in both Chinese and English.
Element testing will gradually launch comprehensive compliance assessment services for other markets. Stay tuned.
