According to the Anti Cancer Foundation, 24% of the population in Belgium smokes, of which 19% smoke every day, with an average of 14 to 20 cigarettes per person per day. Smoking has become the main cause of disease and death in the country, with approximately 14000 people dying prematurely each year due to various types of smoking related cancers, cardiovascular diseases, and respiratory diseases. The Belgian government recently announced that it will adopt a series of new tobacco control measures, aiming to significantly reduce smoking rates by 2025, in order to achieve the goal of a "smokeless generation".
Starting from October 1, 2023, Belgium has banned the sale of nicotine bagged products.
Existing regulations will be expanded in 2024: requiring cigars and small cigars to display comprehensive health warnings, and all tobacco and herbal products used for smoking will be forced to use standardized packaging; Add packaging instructions to each packaging unit of all tobacco products.
A series of other tobacco control measures will be implemented in stages starting from January 1, 2025:
To significantly reduce the accessibility of tobacco products: including prohibiting stores from displaying tobacco products clearly, which must be stored in cabinets and not visible; Temporary sales points such as holidays and large supermarkets will also prohibit the sale of tobacco products;
Expand the smoking ban in public places, and completely ban smoking within 10 meters of entrances and exits to sports venues and their vicinity, hospitals, schools, public libraries, etc;
Tobacco surcharge: The tax rate on cigarettes and e-cigarettes will be significantly increased, and it is expected that the price of a pack of cigarettes will increase by 2 euros, resulting in a consumption tax of 0.15 euros per milliliter of tobacco oil.
Strengthen the supervision and management of tobacco product sales and advertising control, and violators may face up to 30 days of closure of controlled premises.
Stricter e-cigarette policy: Added more evidence to the proposal to ban disposable e-cigarettes, with plans to ban disposable e-cigarettes starting from 2025.
