South African Steam Product Standard SANS 2094:2024

Background

South Africa formulated the Tobacco Products and Electronic Transport Systems Control Act (draft) in 2022, which is still under review and has not yet been officially promulgated. At the same time, the South African Bureau of Standards has released the "South African Steam Product Standard SANS 2094:2024", which covers multiple key requirements such as production, packaging, labeling, testing specifications, and specifies restrictions on e-liquid composition. The following is an overview of the main content of the standard.

Product requirements

The maximum nicotine content per milliliter of e-liquid is 35mg/mL

Nicotine should be of pharmaceutical grade and relevant supporting documents and analysis certificates should be provided.

The production of electronic cigarette e-liquid should use high-purity substances.

The components of electronic cigarette e-liquid include moisturizers, flavorings, and nicotine.

Moisturizing agents and seasonings should be food grade and provide supporting documentation.

There is no risk to human health when heated or unheated.

Prohibit the use of ingredients classified as carcinogens, mutagens, CMRs, and respiratory allergens.

Manufacturers or importers should conduct toxicological risk assessments to ensure that the components of e-liquid are safe and suitable for their intended use.

All components of e-liquid must provide corresponding analysis certificates to prove that they meet the purity requirements.

• Comply with the requirements of the prohibited ingredient list and common allergen list

Electronic cigarette devices and batteries should comply with electrical safety standards and battery safety standards

The components in contact with e-liquid should comply with food container standards.

The design of smoke bombs, oil tanks, and bottled e-liquids should have anti damage, anti leakage, and anti tampering characteristics.

Bottled e-liquid should have child safety features.

Packaging and labeling requirements

Label nicotine content

Nicotine warning: Each outer packaging of all e-liquid containers or pre loaded cartridges or reservoirs must clearly indicate the warning: "This product contains nicotine and is additive"

Minor warning: "No Sale to Under 18"

Child safety warning: 'Keep Out of Reach of Children'

Clearly list the manufacturer's name and contact information

Label the production date of the product

List the main components of e-liquid

Storage conditions

Provide advice on how to dispose of waste products

Allergen (if any) declaration

Meet the requirements of traceability:

a) Verifiability: Products should have implicit or explicit identification for consumers and law enforcement agencies to verify;

b) Traceability: Ensure that law enforcement agencies can trace the source of products and consumers can confirm that the products come from legitimate retail channels;

c) Anti tampering: prevents accidental issues and the introduction and use of non genuine components/ingredients.

All e-liquid container labels shall comply with ISO 28219 standard (packaging labels and direct product identification, including linear barcodes and two-dimensional symbols)

Instruction manual requirements

For refillable electronic cigarette devices and containers, the instructions for use should indicate the nozzle width or storage tank opening width, and specify the type of electronic cigarette oil container docking system compatible with the device.

The instructions for use should comply with SANS 82079-1 standard

Marking requirements

The equipment or instruction manual should include information such as manufacturer, model, batch number, basic electrical parameters, etc
