The EU Electronic Cigarette Declaration System (EU-CEG) has received an important update! Starting from February 10, 2026, the system will officially add three European Economic Area (EEA) countries: Iceland, Liechtenstein, and Norway. This means that the products of relevant enterprises can start preparing for compliance declaration to these three countries.
We have compiled regulatory profiles for three markets based on the information currently available:
1. Norway
Although the EUCEG system has opened up interfaces, the Norwegian market is still in a policy transition period:
Current status: The sales ban on nicotine containing electronic cigarettes is still in effect.
• Legalization time: According to existing regulations, the ban is expected to be lifted on July 1, 2026.
2. Iceland
Regulatory agencies: The Housing and Building Authority (HMS) formulates policies, while the Consumer Agency (Neytendastofa) is responsible for market supervision.
• Core requirements:
1. Advance declaration: The notification must be completed 6 months in advance before the product is launched.
2. Retail License: Retailers must obtain a specialized license issued by the government.
• Fee standard: The notification fee is 75000 Icelandic kronor per product, and payment must be made before acceptance.
Nicotine containing products: billed by product line (same concentration).
Electronic cigarette hardware: billed separately for each model and its components (such as cigarette sticks, cartridges, etc.).
3. Liechtenstein
As a member of the EEA, Liechtenstein has the simplest regulatory attitude:
Regulatory standards: Fully comply with the EU Tobacco Products Directive (TPD)
Declaration method: Directly declare through the EUCEG system
Technical update reminder
In order to comply with the declaration of the above-mentioned countries, the EU-CEG system has released the following tool updates:
XML Creator v 1.6.3: This version must be used to generate declaration documents for Iceland, Liechtenstein, and Norway.
Data Dictionary: The data dictionaries for electronic cigarettes (v1.2.2) and traditional tobacco (v1.2.3) have been updated with the addition of codes and filling rules for relevant countries.
System acceptance time: EU-CEG has started accepting declarations from the three countries mentioned above on February 10th at 10:00 CET.
