The second set of graphic health warnings (GHW) for new tobacco products in the Philippines will take effect in May 2026

Executive Order No. 2025-0003 of the Department of Health (DOH) of the Philippines has released the second set of graphical health warning (GHW) templates for vaping products (nicotine and non nicotine) and new tobacco products. The following are core requirements reminders:

1、 Implementation time

Full effective date: May 12, 2026

Validity period: This template is valid for 2 years.

Transition situation: With less than 2 months left until full implementation, it is recommended to immediately initiate compliance preparations

2、 Scope of application

According to RA 11900 and RA 10643, the following products must use the new template:

Steam smoke products (including nicotine and non nicotine)

New tobacco products

3、 Main content

• Added warning template: The second set of templates includes multiple new graphic health warning designs

Printing requirements: Printing must be strictly carried out according to the specified position, size, and proportion

Color specifications: Clearly define the standard CMYK color matching requirements

Template types: covering various packaging forms such as boxed, canned, and side strips

Language requirement: All warnings must be provided in both English and Filipino bilingual versions

4、 Compliance recommendations

• Inventory verification: Review existing packaging for compliance with old version requirements and assess digestion cycle

• Advance revision: It is recommended to complete the packaging revision before the end of April 2026

Optimize production scheduling: Ensure that all products produced or imported after May 12, 2026 use the new template
