The new "Regulations on Electronic Substances" put forward requirements for all enterprises that currently sell or intend to sell electronic substances in British Columbia (BC). The enterprise must inform the Ministry of Health of its intention to sell restricted electronic substances, and each business location needs a notice of intention, product report, manufacturing report and sales report, which is only applicable to non-treatment nicotine electronic substances; The submission portal is the BCE-Substances Reporting (BCER) application, and the corresponding template has been created. Enterprises can submit the above data online by creating their own account using the basic BCE ID. Details are as follows:
 
1、 Notice of intention to sell electronic substances
Enterprises must submit a notice of intention to sell electronic substances to the Ministry of Health. For the sale of non-treatment nicotine electronic substances, each separate sales place needs a notice of intention to sell electronic substances. Enterprises will need to submit the following information through BCER application:
Legal name of the enterprise
Name of business
Address of sales place where restricted electronic substances are sold
Telephone number of the sales place
Email address of the sales site
Sales site web page (if applicable)
If people under the age of 19 are allowed to enter the sales place
Health authorities where retail outlets are located
If retailers intend to continue to sell restricted electronic substances, they must submit a notice of intention before January 15 of each year.
 
2、 Product report
As an enterprise that sells or intends to sell electronic substances in BC, it is required to provide product information report for each kind of restricted electronic substances that it intends to sell. The product report must be submitted through BCER application at least 6 weeks before the retail sale of restricted electronic substances.
For each restricted electronic substance to be sold from the sales place, the product report must contain the following information:
Manufacturer's name and contact information
Brand name and product name
product type
Nicotine concentration (mg/mL)
The capacity of refillable container or storage tank/ink cartridge to hold electronic substances (in milliliters)
List of all components in electronic substances (common name and scientific name, unless the manufacturer cannot provide one of these names)
Each sales place can only submit one product report; If the enterprise receives products from multiple manufacturers, it must combine all product reports into a CSV template for uploading. If any of the above information of the restricted electronic substance product changes, the enterprise must report the change to the department within 7 days after selling the changed product.
 
3、 Manufacturing report
If the retailer prepares, packs, repackages or prepares to sell restricted electronic substances at the business owner's sales place, the business owner needs to provide information about these electronic substances. The manufacturing report must be submitted at least 6 weeks before the sale of restricted electronic substances at retail outlets. The manufacturing report must contain the following information:
Manufacturer's name and contact information for each ingredient
Common name and scientific name of each ingredient, unless the manufacturer cannot provide one of these names
The manufacturing report of each product manufactured by the enterprise must be manually entered into the database. If applicable, the BCER application will allow the option of applying manufacturing reports to multiple locations.
 
4、 Sales report
Before January 15 of each year, enterprises must report the sales of steam products in a specific reporting period. For each steam product sold, the enterprise must report:
Number of containers and cartridges sold, grouped by brand name and product name
Volume of restricted electronic substances in the product (in milliliters)
Taste (if the electronic substance in the product has taste)
Sales information must be collected during the reporting period from October 1 of one year to September 30 of the next year. Enterprises must report the sales data collected during the reporting period before January 15 of each year (that is, all enterprises must report the sales data of the previous year before this date). For example, for the sales period from October 1, 2021 to September 30, 2022, enterprises must submit the first sales report before January 15, 2023.
