The content of the Royal Decree is quite large, and the main update points (changes/additions) are as follows
1. Definition:
? Electronic cigarette: add "with or without" before nicotine
? Add "nicotine free refill bottle: a container containing nicotine free liquid, which can be used to supplement electric smoke and also include nicotine free steam products"
2. Notice (registration):
? Products without nicotine also need to be registered (there is no limit on the volume of tobacco oil)
? The labels and instructions of the packaging unit and any outer packaging need to be submitted;
? Components of the final formula of tobacco oil exceeding 0.1% shall not be considered confidential;
? The registration fee is 200 Euro/product and must be paid within 30 days after the invoice is sent
? The modification fee is 100 Euro/product and must be paid within 30 days after the invoice is sent
? The annual fee is 50 euros per product and must be paid within 30 days after the invoice is sent (the fee is not based on sales volume, but the management cost)
3. Composition restriction:
? It is prohibited to put the electric smoke which has the function of attracting electricity but has the function of operating equipment on the market;
? The liquid containing nicotine is not allowed to contain additives that promote nicotine absorption or ingestion, and the Ministry shall formulate a list of other prohibited additives and/or authorized additives (the prohibition will be specified later);
? Electric smoke and filled containers shall comply with ISO 8317 standard (products must comply with this ISO standard, but certificates are not required)
4. Identification

? The package unit instructions for electric smoke and filling containers shall include Dutch, French and German
? The instructions should also include the telephone number of ? in the poison (the telephone number of Belgium Poison Center is 070245245)
Ø Packaging
? The ingredients shown also include flavoring agents and allergens;
? Add the word "batch" before the batch number;
? The suggestion to place the product in a place that is out of the reach of children can be in the form of words or marks;
? EC-ID of the product;
? The filling container shall be marked with the expiry date (both the bottle and the outer package shall be accompanied by health warnings and all the elements listed (ingredients, nicotine content and delivery, batch number, places that children can't reach, product ID), and the expiry date only needs to appear on the bottle);
? Any suggestion about taste, taste or seasoning must be expressed in a single word, with letters using Helvetica characters, normal and regular, Helvetica characters, or Helvetica characters, font size no more than 10 (it is not allowed to omit spaces to combine two words into one word);
? The brand and brand appearing on the packaging unit and outer packaging shall be the same as the information entered in the registration system
? The warning words of refill without nicotine are as follows (This product is harmful to your health. It is not recommended to smoke cigarettes.)

5. Remote sales: cross-border remote sales are allowed if the laws of the local member states allow
This Decree shall come into effect six months after its publication in the Monteur Belge (the Gazette of the State Council of the Republic of China), i.e. July 11, 2023; For retail sales, the Act will take effect from January to November in 2024.
