Decree No. N 2425 of the Government of the Russian Federation on December 23, 2021 "On the approval of the single list of products subject to compulsory certification and the single list of products subject to the declaration of conformity, the Decree No. N 2467 of the Government of the Russian Federation on December 31, 2020 was amended". The Decree also quoted some requirements and test methods in GOST R57548-2017 Heated tobacco. General specifications, which was implemented on September 1, 2022.
The new law stipulates as follows:
1. The process of eating heated tobacco according to the manufacturer's instructions shall ensure that the tobacco will not burn or smoke. Whether tobacco has combustion or smoldering depends on the content of carbon monoxide (CO), nitrogen oxide (NO) and nitrogen oxide (NOx) in the aerosol gas phase.
2. Packaging requirements
2.1 For consumer packaging of heated tobacco, use the following materials:
? Cardboard labels conforming to GOST 7933;
? Boxes made of cardboard, paper and composite materials conforming to GOST 12301;
? Thin paperboard bonded according to GOST 9421;
? Packaging paper conforming to GOST 8273;
? Polymer film conforming to GOST 26996.
Other packaging materials, including imported materials, are allowed to retain the characteristics of heated tobacco determined by the manufacturer.
2.2 The consumer packaging information and/or instructions of heated tobacco must include:
? Name and (if any) trademark of heated tobacco
? Name and address of manufacturer
? Manufacturer's address
? If the heated tobacco is produced by an organization whose production process, product quality, raw materials and materials used for manufacturing are controlled by an organization (hereinafter referred to as the control organization), the name and location (address) of the manufacturer is allowed to use the following information on the packaging of consumer goods: "manufactured under control (name and location (address) of the control organization").
? The net content of heated tobacco (in grams), and the deviation between the net weight of heated tobacco and the nominal weight marked on the packaging unit (consumer packaging) shall not exceed 10%.
? Description of the heating device used to consume such heated tobacco.
