On August 7, 2023, the Hungarian government submitted a draft to the European Commission TRIS, which added cannabinoid (CBD) to the "prohibited substances in the schedule" and made relevant requirements for nicotine free tobacco oil supplementary packaging. The bill was implemented on October 23, 2023.
一、 New requirements
1. Warning requirements for nicotine free e-cigarettes and supplementary containers
The warning should be placed on the two largest surfaces of single and combined packs of nicotine free supplementary containers, and occupy at least 30% of each surface area. The warning message reads: 'This product is a nicotine free refill container. Use by children is prohibited.'.
2. Requirements for nicotine free e-cigarettes and supplementary containers
(a) Tobacco oil must not contain nicotine;
(b) Tobacco oil must not contain seasoning substances;
(c) Tobacco oil must not contain
·Any additives specified in the attached table of this article
·Vitamins or other additives that leave the impression that the product has beneficial physiological effects or minimal health hazards
·Caffeine, taurine, or other additives and stimulant compounds can improve one's energy and vitality
·Additives that cause discoloration of emissions
·Additives that promote inhalation, as well as additives with CMR characteristics
(d) Tobacco oil shall not contain components with impurities exceeding 0.1%;
(e) Tobacco oil can only contain ingredients that are harmless to human health - whether heated or not;
(f) Equipped with child locks;
(g) It has protection against damage and leakage, and is equipped with a mechanism to ensure leakage prevention and refilling.
