2、 Main purpose
Ensure that the battery can still operate safely under "normal use" and "reasonably foreseeable misuse" conditions, without causing harm to humans and the environment.
3、 Standard requirements
Material requirements: Battery materials must meet certain safety standards, including requirements for material composition, chemical properties, structure, and other aspects. At the same time, battery packaging materials must also comply with corresponding safety standards.
Manufacturing process requirements: The manufacturing process of batteries must comply with certain process requirements, including production environment, equipment, process flow, etc., to ensure the quality and safety of the batteries.
Safety label requirements: Batteries must have clear and explicit safety labels, including warning language, usage precautions, safety labels, etc., to ensure that users can use the battery correctly and avoid safety accidents.

a) Added definitions of leakage and ventilation based on testing standards;
b) Revised release test;
c) Revised marking requirements;
d) Revised packaging test standards for children with drug resistance;
e) Change the purpose of Attachment F from "informative" to "normative";
f) Added a new attachment G and additional measures to prevent unintentional misuse of batteries for consumer replacement;
g) Integrate the contents of Table 1 (IEC 60086-4:19 19/ISH1:2020);
h) In clause 3, the terms are reordered according to their functions: basic terms, electrochemical systems, battery shape, battery size, electrical characteristics, specifications, safety aspects, failure modes;
i) In 6.4.4, the exemption of impact acceleration for lithium primary batteries is reduced from 12kg to 4482kg to reflect the threshold in IEC 62281 test T-4, where the peak acceleration is reduced to below 150gn.
